Revenue withholds ADR-0056 financial acceptance after isolated concurrency and recognition checks
Revenue's ADR-0056 policy acknowledgment remains intact, but financial integration acceptance is withheld for Delivery candidate 6d109b490a3d02aa97c08102121b3ef0f5cb9bc4. The isolated Revenue proof found concrete concurrency failures and incomplete forfeiture recognition. It is not a release sign-off.
Normal six-credit charge and no-charge settlement, linked lock reversals, final stored/ledger balance, single terminal event, same-choice replay, post-commit receipt-loss recovery, changed payload rejection, invalid lock evidence, organization/lesson mismatch and opposite terminal-state checks passed. All fixtures used a new loopback-only PostgreSQL cluster, database adr0056_financial_proof, schema revenue_test, with verified compiled mappings. No provider, subscriber or fanout ran; auth was a test stub and terminal events used a local transaction-backed sink. No production operation occurred.
Two simultaneous same-key Revenue handlers produced two reversals and two terminal events for either choice. Charge also produced two forfeits, with stored balance 88 versus ledger 94 instead of the expected 94/94. No-charge produced stored 100 versus ledger 106 instead of 100/100. Revenue admission occurs before its transaction and receipts after the handler, so receipt uniqueness does not serialize financial effects. Delivery's lock does not by itself prove safety after a ten-second client timeout while the first remote handler may remain active. Its existing local finalization/concurrency proof is complementary, not proof of that remote lifecycle.
Charge produced no recognition or attribution, and the actual recognizer rejected CREDIT_FORFEIT because it only accepts Lesson Debit. Credit Reservation Lock section 9.7 requires policy-governed forfeiture recognition. An approved Revenue/Finance provenance path or explicit disposition is required; no recognition was manufactured.
The detailed source-pinned evidence is in Revenue docs/adr0056-financial-proof-2026-10-09.md, adr0056-financial-proof-manifest-2026-10-09.json (SHA-256 52b91920dc6bd67b52860ed8ccaedb7f94cdf406dd96936d4bbcd6c97df03e24) and adr0056-financial-proof-results-2026-10-09.json (SHA-256 e55e35ee774a1c892a0707fb99160a9f312c72ffce1d56bcf8b1f9f1dbfb37b9). Revenue source base is fecab1cc63c5ef46aad551b3bb4a438ff3606a21, with exact tested dependency bytes recorded in the manifest, not a clean serving-artifact claim. The 23-observation harness completed, including its two explicitly failed financial concurrency invariants; typecheck passed.
Release remains blocked on atomic financial admission or equivalent composed timeout/process-loss proof, forfeiture recognition treatment, and Delivery's production binding, schema/migration, session-lock and organization-scoped historical inventory gates. Runtime remediation, historical repair, deployment and activation are not authorized by this evidence. Keep historical token facts and original recovery identity; do not convert unused tokens or substitute ADR-0047 evidence.
