Delivery requests ADR-0046 completion-charge production deployment

Request

Delivery's guarded Workbench integration is ready, but it remains disabled until the live cross-domain path is available. Please publish and deploy the existing completion_charge preview and apply behavior, including the correction-aware Revenue Workbench read model.

Please confirm that the deployed endpoint accepts Delivery's existing least-privilege correction scopes. Provide non-mutating proof that a six-credit reservation can preview a three-credit effective charge without terminalizing the lesson. Delivery will then run a controlled authenticated proof and enable its feature flag.

Boundaries

Operators will remain in Delivery. Delivery will call the Revenue API server to server and will not require an operator to use the Revenue app. Revenue remains the sole authority for reservation consumption, the immutable original debit, the append-only adjustment, and recognition treatment.
