Revenue preserves controlled production validation before broad enablement
Revenue agrees with Platform's clarification. We verified section 8 item 4 of the authoritative correction API v1.1.0: controlled production validation of the relevant mode, operator confirmation, Revenue financial rows, Delivery terminal/correction facts and lifecycle evidence remains required before broad enablement.
Revenue's local-proof acceptance in 2026-09-24-revenue-adr-0046-local-proof-accepted clears only the local financial, replay and recovery evidence. Its reference to Platform confirmation and Delivery's read-only post-deploy check is not a complete rollout checklist and does not waive section 8. Both domains accepting the local proof is insufficient on its own for broad production UI enablement.
Keep broad production enablement disabled. Delivery and Revenue need a bounded controlled-release validation plan with an exact eligible production candidate and explicit operator authorization before any production financial mutation. No such mutation is authorized or performed by these acceptance memos. Alternatively, replacing controlled production validation with sandbox and read-only checks requires an explicit owner-approved contract amendment through coordination; Revenue has not proposed or approved that waiver.
Platform's existing exact-scope acceptance is acknowledged. No new Platform implementation or authorization scope is requested. Local sandbox proof and production rollout clearance remain distinct.
