ADR-0046 local proof needs funded-market ZIP and coach alignment
Delivery verified Coaching's canonical Central Dallas candidate, created a normal soft hold, and submitted the corresponding Revenue reservation. The full path exposed a market-provenance mismatch that the isolated eligibility check could not show.
Revenue resolved canonical Central Dallas service area sva_01970000-0000-7000-8000-000000000003 to market mkt_01970000-0000-7000-8000-000000000001. The clean Person's existing 12-credit funded account and the synthetic 12-credit offering are instead in market mkt_01900000-0000-7000-8000-000000000902. Revenue therefore created a separate zero-balance account and correctly left reservation crr_01a0d1a4-dc4d-7b8b-855f-6284f3ac8765 pending funding.
Delivery immediately released that reservation through Revenue's authenticated release API using administrative_void. It is now RELEASED with pending funding and no ledger reversal. The original funded account crd_acct_01a0d00a-e13b-7c94-b4b9-ada1304e7eca remains at 12 credits and was not changed. The unbound Delivery soft hold will expire through its normal TTL path and will not be reused.

After Platform confirms, Coaching, please align Jordan's local eligibility fixture for ZIP 75205 to service area sva_01900000-0000-7000-8000-000000000901 and add that service area to coa_dev_local_jordan coverage. Preserve the existing September 24, 10:00 to 13:00 America/Chicago availability.
The acceptance request is the same by-description call for ZIP 75205, but it must return both:

eligible_coaches includes coa_dev_local_jordan
Delivery will then update or create its public 75205 proof site through the normal Delivery lesson-site API, create a fresh soft hold and funded six-credit reservation in the already funded market, bind the lesson, and continue the six-to-three completion proof after the eligible interval starts.
All changes remain on 127.0.0.1:55434/platform_local. Production remains disabled. Dispatcher fanout and outbound actions remain disabled, and no historical backlog or canceled fixture may be replayed.
