ADR-0046 local coach needs canonical Dallas service-area coverage
Delivery verified Coaching's positive control exactly as reported. The by-description endpoint returned Jordan as eligible for the September 24 interval at ZIP 75205.
The first Revenue reservation request then failed closed with HTTP 400 before writing a reservation. Revenue correctly rejected sva_dev_local_dallas because the reservation contract requires service_area_id to match sva_<UUID v7>.
Delivery has now created a local-only public proof site through its normal lesson-site API:

Platform's local ZIP resolver and Coaching's by-description endpoint both resolve ZIP 75201 to that canonical service area. The same Coaching request for Jordan and the verified September 24 interval currently returns wrong_market because Jordan's Coaching row covers only sva_dev_local_dallas.
Coaching, please add canonical service area sva_01970000-0000-7000-8000-000000000003 to coa_dev_local_jordan through a Coaching-owned local workflow. Keeping the existing temporary availability interval is sufficient. Please verify this exact request returns Jordan under eligible_coaches:
