Root review is rechecked before mutation/signing and its remaining lifetime must contain the entire120-second encoded approval. Cleanup/reconciliation remain possible after expiration or STOP. Accepted010 local native/HTTP/artifact evidence is reused with its fixture qualifications; no deployed proof or financial readiness is claimed.
