Delivery014 Phase C wrapper and custody preparation
Assignment ADR-0053/delivery/014 returns the separate candidate from reviewed native proof sourceab43, with default-off exchange-only route, exact signed two-scope verifier, caller consumption marker, durable database reservation, local/native evidence and fresh UNACTIVATED custody plan. docs/adr0053-phasec014/review-packet.json pins the final source and artifact. Root is sole publisher; this memo is ready for root publication and no coordination files were edited.
The latched deadline begins before database reservation. Transaction-local statement/lock settings are explicit and verified rather than inferred from pool startup options. Native slow/locked counterexamples bound reservation and completion. Request abort during reserve and late committed reserve cannot reach SDK entry. A late SDK result cannot start the fixed, cancellable Platform POST. UNKNOWN consumes the caller's original window even when the database outcome is uncertain. The SDK's own request/cache is not claimed cancelled or erased.
Platform017's existing policy remains mounted and ungated. No Platform flag/env/key/source/deployment change or new role/endpoint is needed. Current cleanup6kMS/source5c36, retainedDiAr, environment metadata, five provider crons and exact public-key pin were compared read-only. Revenue remains disabled and recipient calls are zero. Accepted013, frozen G2 and consumed009/011 custody and outcomes are preserved.
Root review and a distinct production authorization must bind exact source/build/deployment/window/new custody before any staging, signature, proof acquisition or one exchange. Root's independent audit must join the safe request ID, verified service jti, original window and signed claims exactly. HTTP200 alone does not close that gate. Recovery restores the reviewed cleanup and retires only new custody, preserving prior diagnostics/results. Preparation executed no production mutation, credential creation, issuance, exchange, recipient request, deployment or diagnostic retirement.
